Building work without a licence

From March 2008, there will be no requirement for
a "Cămara" licence for building work inside your home,
when this does not alter the structure, for preservation
work on a building façade or building a swimming pool
at your property. In some cases it will be necessary
to communicate the works or changes to the local Cămara,
but others are completely exempt of any control by the
state.
The idea for this new law is to have all processes
done more swiftly and by making the technicians (Architects
and Engineers) responsible for respecting the law, the
inspections by the Cămara become unnecessary in many
instances.
Another alteration is that inspections will no longer
be necessary to issue the habitation and utilization
licences, unless the Architect or Enginneer does not
take full responsibility. In this case the Cămara will
have a period of 15 days to complete this inspection.
If they fail to do so in this prescribed time, the property
is automatically approved for habitation.
Basically, an Architect or Engineer should know what
to do in a house and what not. Therefore if he accepts
all responsibility, quite a lot of existing bureaucracy
can be avoided.
